A weapon of mass change for controlling (culling) human society into a desirable state.

In the 21st century, a virus was introduced, from a lab, that was used as both a test and a social control mechanism which allowed for the controlled shutdown (with full cooperation of all media/medical agencies) of governments, economies and all other forms of human sustenance and reproduction.

For the purpose of preventing an irreversible collapse of humanity.

If the society is obedient, due to either weakness or ignorance, then their state of ready is known and attackers have confidence to have direct command of the targeted group through media and government directives without fear of reprisal.

If the society is resistant, due to strong minds and/or knowledge of its nature, then this will result in a favorable "ordo ab chao" violence that is easily blamed upon those resisting.

The resisters being conveniently categorized as a danger to the society in whole, which is a fail safe tactic, due to the natural human herd meekness towards those that control their basic needs.

The end result typically being favorable to the vebus initiating party.
