A douchebag type who is overly immersed in his own importance. usually a stoner who makes up idiotic words to make himself feel better about his existence. for some reason he also stalks others and takes their picture for fear of forgetting them as soon as he is sober. extremely irritating and is a menace to society.
Artur is such a Power-Bag...he is after spending all his money on weed so now he is scabbing cigarettes off everyone while firing out insults.
