One who is enticed by the lifestyle and see's nothing wrong with being disrespectful or ignorant African Americans and acting niggerlly too all.

Niggalliance 

An alliance among Negro's. Generally speaking this will be a gang of some sort, as black people are incapable of civil agreements. Maybe other niggalliances that aren't gangs are happening in Africa, but since nobody has ever been there before, it is impossible to know for sure.

1. the state of negligence of a nigga
2. the niggerish state of one ignoring all rational and responsible ways of handling a situation

Niggaligence is a direct result of speaking niggalish in a "nigga moment".

The problem here is niggaligence , not active malfeasance.
