when someone speaks in a fashion that confuses people with obtuse interests. speaking in a different context but yet still the same language. talking in a way that plain people just dont get
advisor:Ma'am your car's engine has no motor oil. it no longer runs.

bumquesha:what do you mean?? whats oil? i dont think i have ever even used oil...

advisor:let me put this in laman terms ma'am : its the shit needed to make your car's engine run. kind of like if i took all the blood out of you, you would no longer run. got it?

To put something in layman's terms is to describe a complex or technical issue using words and terms that the average individual (someone without professional training in the subject area) can understand, so that they may comprehend the issue to some degree.
Instead of saying:

"You need a new piston, valve guides, stator, and counter-shaft balancer"

In layman's terms you'd say:

"There are some internal parts that need replaced"
