It's up is a phrase you say when you want to get out of a conversation or you want the other person to leave. While saying it, point your index finger, middle finger, and thumb up towards the sky.

Kid 1:Hey, what's up?
Kid 2:It's up.
Kid 1:What?
Kid 2:It's up.
Kid 1:Whatever (walks away).

The indecisive person's go-to when confronted with a decision they have to make. Next to 'it doesn't matter to me'. Rather than collaborate to come to a conclusion, they whip this puppy out to relieve all liability from them onto the other person.
