Cool people use this expression to express that they are, all in, fully committed, or willing.

Shaun said “I’m down” in the meeting when the team was asked to volunteer for a grave yard shift. He is down, and always will be down.

Hahaha I'm down means...

I'm in, I'm game, I'm up for it, I'm excited about doing that, I'm willing, I'm into pursuing that idea, etc.

It can also mean I am cool with or understand a concept, or I am associated with a group of people.

"hey. I'm about to go skate in an abandoned mall! You in?"
"That sounds sweet. I'm totally down."
Or

"oh! Microbiology? Yeah, I'm down with that."

or

"I'm down with the Usual Suspects Band KY. They my crew, baby!"
