It's a southern ebonics term that means either "hair" or "here"... However when Nelly came out with the song, "Hot in Here", people everywhere started trying to talk with a southern accent, even if it didn't sound right. This has died down but still today there are some people that try to talk this way; even if they don't sound right.

hur is the way of saying "here" in what is known as Half-assed english. This is used by people with poor grammar skills and articulation who think what they say matters.
