Epiphagian 

Refers to a creature in fiction or myth its eyes and mouth on its chest or torso, derived from epiphagi, another term for blemmyes, a mythical creature. Can also be used to refer to something whose mouth is very large.

The Pokémon Hitmonlee is epiphagian in nature.

That guy's neck was so short he was nearly epiphagian.
