To drive a vehicle with almost no gas, sometimes barely enough to make it to the gas station, hence "E" or the empty line on the fuel meter.
"I'm too poor to afford gas so it looks like I'll be riding on E till my next paycheck"

similar to ridin' dirty, except you keep driving your automobile until it completely runs out of gas. the fact that you have no idea when this is exactly going to occur gives you that excitement.
with only a quarter tank of gas and driving 2 hours to quatsey with this chick, I ended up ridin' E.
