Demi-acracy

1. A poorly designed political system that only elects its leaders democratically half of the time: often providing an unfair advantage to political representatives that are apparently either unable to compete fairly in the market place of ideas, or are just too cowardly to do so.
America is the world's most prominent demi-acracy. This century, it has chosen the president based on the popular vote in approximately 1/2 of its elections.
