A poor and thinly veiled attempt by internet service providers to keep costs down and limit services by blaming users for using "too much bandwidth", despite receiving billions in government subsidies meant to expand and improve national internet infrastructure, but which were instead maliciously pocketed by internet service executives.
Customer: "How the fuck am I over my monthly data cap?"

Internet Service Representative "If you would just look right here in the contract you signed, we can arbitrarily fuck you over by making up whatever numbers we want. And we don't care if we get caught because whatever penalties we pay is a tiny fraction of the profit we make from our illegal schemes."

Stealthie 

when you're holding up your phone and making faces at it, as though you are taking a selfie, but you're really taking a picture of the person across from you or the wall or anything else that seems interesting but you don't want to be caught dead taking a picture of.

This action is often made more convincing by wiggling the eyebrows or opening the mouth, to pretend you're trying to get a Snapchat filter to work.
FRIEND A: "Did you just take a stealthie of me?"

FRIEND B (turning phone around): "no I was just using snapchat's new filter, see?"
