bombfetti 

Bombfetti refers to the modern practice of surrounding a character in bits of flying dirt, shrapnel and/or sparks, suggesting that there has just been some kind of explosion or powerful movement and yet invariably the characters stands totaly immobile so it just looks like someone is chucking a handful of debris at them from offscreen.

The term was coined by Ben "Yahtzee" Croshaw

It's a Bluebell ice cream product on a stick with alternating chocolate, banana, and chocolate ice cream. It's the best thing in the world.
