Meaning - Immatating one licking a person of the female gender's Vulta (vulta meaning a girls gentalia). The two fingers is meant to be the females' gentalia and the tongue is used to be put in between the two fingers making it look like as if one is licking the gentalia. Though this is not always used as a verb(meaning an action or physically) people will often use "✌️👅" in texts to make you get the concept of licking ones genetalia.
Ex."Would you mind if I ✌️👅 You tonight?"
