Couche-tard 

Anyone performing a particularly stupid activity anywhere in the province of Quebec, Canada.

Named after the convenience store "Couche-Tard," which literally translated from French means "late-bedder," so called because the stores are open until very late.

"That guy's riding his bicycle, uphill, in a snowstorm, in the middle of February. What a couche-tard!"

A person who possess chromosomes that make them appear retarded. These people usually also have an unusually low IQ(under 80)

can be brought on by genetics.

parents are usually former/current druggies.

Flo-rid-a-tard 

An acquired or genetic mental condition resulting from either being a child conceived by at least one parent who was the recipient of a Florida education or in the case where there is no genetic link present from one of the parents, simply a child that was educated in Florida.

I don't know if John is so stupid because one or both of his parents were educated in Florida or if it's because he moved to Florida as a child and was educated there, but he is absolutely a classic Flo-rid-a-tard.
