Permagunk

An unpleasant mix of something or others that have, over time, become permanent.

Stains do not count unless they consists of enough mass to elevate them at least a half of a millimeter from the surface to which they cling.
The health inspector was probably not going to be sympathetic to the food establishment's permagunk problems.

1. A portmanteau describing the state of of an object that has been permanently fastened in place by the use of bungie cords.

2. The bungee cord that has been permanently stretched to the perfect length which is used to permanently fasten an object in place.
