This is a reference to the common "bear-eclipse" phenomena meme, where bears are found looking at eclipses and roaring. It's a non sequitur absurd joke. The original story involves three cubs and a mama bear. The mama bear roars, and then the cubs ask "Why are you roaring, mama?" Mama bear says... "because... because there's AN ECLIPSE!!!!!"

Guy 1: "How does a bear cut its hair?"
Guy 2: "Uhh... idk how?"
Guy 1: "E CLIPS IT!!!"

Guy 1: "Bro, I just had a great idea..."
Guy 2: "What's up?"
Guy 1: "What if... the BEARS ARE LOOKING AT THE ECLIPSE!!!!!"
