In Philly, this term refers to a person or thing that is run-down, dirty and/ or completely destroyed. It is most commonly used referring to someone's clothes or shoes.

Ex 1:Yo, them boots is dicked! The soles peelin' off them jawns and everything!
Ex 2:Have you seen Regina, lately? She looks like she's been living in a halfway house. She looks dicked!

Ducker Up
