Hip hop is supposed to be about lyricism, wordplay, storytelling and poetry, which mumble rap has none of so it's not hip hop. Examples of mumble rappers include Lil Uzi Vert, Lil Yachty, Young Thug, Post Malone and Future. Mumble rappers tend to sing-rap rather than actually spit verses, which is another reason why they shouldn't be associated with hip hop.
