crappy, pointless form of 2-wheeled transport.
modern scooters are usually between 50 and 250cc, feature a "step through" frame and small wheels (8-13 inches in diameter, usually around 10).
50cc ones are most common among teenagers. most are 2-stroke, and make a noise akin to that of a hedge-trimmer. 4-stroke ones are available, although incredibly sluggish.
scooters tend to be much slower and lacking in power than motorcycles, and usually have "twist and go" transmission.
they can be made to go quite fast. but most of the really fast ones are in such a high state of tune that they don't last very long, and constantly suffer from mechanical problems. and besides, who wants speed on a machine that doesn't have gears, weighs about as much as its rider and has such small wheels? no matter how much you dress up a turd, it's still a turd.
