Someone who says complete gibberish. From the urban-english "whack", meaning crazy and "bar" meaning Isaac. It applies to those who talk about star formations having a profound effect on the world, religiously, as we know it. Wackbars tend to live around populated bus stops.

That wackbar preached to the back of my head for twenty minutes.

Wacktard: Somone who is wack, and a retard (not literally). They are stupid and weird, and do odd things at random intervals. Or, someone whom you ever need to insult for any reason at all, they automatically become a wacktard.

1. Say someone calls you a dillhole.
