undecisionmaker 

undecisionmaker (noun): A term coined by law professor Greg McNeal, it refers to a person (often in government) whose job is to say all the reasons something can't happen.
I met with a bunch of undecisionmakers, nothing is going to happen any time soon on this project.

Boss: Just find the decisionmaker!
Employee: There is no decisionmaker, there are just a bunch of undecisionmakers.

The state of not being able to make decisions.
