To be let down by someone after an arrangement was made. Drop of plans or change of plans at the last minute.
We were supposed to go to the movies, but Jessie flaked on me.

I had plans with a potential buyer but he flaked on me.

A flea normally jumps around quite a bit, but imagine one on speed (or meth, since it sounds better than speed). That would be chaotic.
