This is a phrase I heard in the film "Bridget Jones's baby" meaning… A man who isn't using a condom during sex, preferably with a one-night stand. therefore he's not doing his part taking the necessary precautions one should in a temporary sexual relationship.

I made my girlfriend pregnant, I guess I was "not dressed for the occasion"
