short for "just saying." Used at the end of a statement to indicate to the reader that the writer is a making a passive aggressive comment while trying not to offend the reader.

2.) A reason to give when you can't or don't wish to explain yourself.
3.) Used after or before a possibly offensive phrase to make it seem less offensive.
4.) Used to make a sentence/statement less awkward.

A person you hate intensely not because they deserve such hatred but because they serve as a focus for your general hatred. A healthy way to dispense with excess animosity.
