One who dresses mismatched, unflattering, or just plain goofy therefore everyone knows this person is trying to make his or her own style but failing miserably at it.

Someone who looks like they got dressed in the dark ran out of the house in whatever they through on without looking into a mirror before stepping into the world.
My god, did you look at Betty this morning? She looks like a Gypsy in a Flash Flood!

When you go to flash casino with a fat paycheck and walk out with jack shit.
"Yo you got paid right Laurence?"
"Yeah but I went casino"
"How much you lose?"
"Well 300 Got Jack'd and the other 200 was gone in a flash"

could outrun flash in a race 

could outrun flash is a metaphor meaning super fast.
If something could outrun flash in a race it means that they are super fast.

In a George like fashion 

A way to either, make a right dick out of yourself by trying to do something clever or cool and completely failing. Or but falling over when some one spams the words 'FALL OVER!' to a point were it confuses and disorientates the person to lose stability and fall to the ground.
Say a person, George Hallem falls over (as he often does) and then looking like twat that he is hitting the ground rather horizontally:

'George fell in a George like fashion'

Stealthie 

when you're holding up your phone and making faces at it, as though you are taking a selfie, but you're really taking a picture of the person across from you or the wall or anything else that seems interesting but you don't want to be caught dead taking a picture of.

This action is often made more convincing by wiggling the eyebrows or opening the mouth, to pretend you're trying to get a Snapchat filter to work.
FRIEND A: "Did you just take a stealthie of me?"

FRIEND B (turning phone around): "no I was just using snapchat's new filter, see?"
