A general greeting, normally used between close friends as the phrase can come off as offensive. Two meanings, firstly as a merging of the two phrases how's it going and what's up, and secondly as a slightly perverted greeting much like how's it hanging

When that really tall friend walks by, you shout "how's the weather up there?" because they're head is a lot higher than yours and other people's so it's like another weather sort up wear her/his head is.

A shitty question that someone who is enjoying much warmer weather asks a person who is still enduring the frigid temperatures of winter in March and April.
As she lounged on a beach in Cozumel sipping a Margarita during April Spring Break, Sherry called her sister in Maine and asked "hows the weather up there ?".

The truth is you cant, people are people and there is no way that you'll stop messing up. Some day we both will have to realize that we'll mess up...all the time. And we can cry about it and regret it but we cant stop it, no one ever will. We just have to mess up and pick ourselves back up and carry on. Its the only way to go through life.
