An insult used by non dutch people against dutch people.
It can either be used as an insult in order to mock a dutch persons pride in their language and nationality or as an insult towards dutch people in general.

Person 1: Hey did you see that Adriaan was flying a dutch flag in his backyard?

Person 2: Yeah he's such a dutchtard.

It describes a person who daftly supports the present President of the Philippines (Rodrigo Duterte). It is a coinage of the words "Duterte" and "retard" this is also another term for a dumb person and a blind duterte fanatic, a foolish person etc...

The Philippine President have ordered the killings of Filipino drug users and you even cheered him on? you are such a dutertard!
