cyber-locked (similar to land-locked) is when you are stuck with a particular device or platform that limits your ability to perform tasks. For example there are many features of Ebay that cannot be accessed on an iPad, but are available on a PC.

Cyberlocker 

The nasty name for a file sharing site. A One [Click Hosting] site like Mediafire or Rapidshare is called a Cyberlocker by Authorities and anyone describing the website as a place to share warez (unlike Dropbox which is commonly used for personal storage or slightly public sharing only)

Cyberlocker Megaupload has been shut down by communists.
