this stands for Took Black Men Out The Home (House). its is in reference to the agreement " Welfare took black men out the home" resulting in the demise of the black community . the phrase is most commonly used in a sarcastic way because Nothing took black men out their home. They willingly walked out.

2.A person who is wild and free. Wonderfully chaotic. A perfectly put together mess.
