A word used when a car is repaired or customized very poorly. Also can be referred to as a vehicle that isn't fast and running like shit but you claim it is a racecar.

John: Tyler said he wants to race me.
Bob: In that blue Honda civic hatch?
John: yes, he said it's a fully built b20!
Bob: (haha) That car is Spivey'd out bad! don't waste your time.
