It's an unattainable level other than for Rocco. Rocco can claim that any individual needs to "level-up". Any opportunity Rocco gets to tell someone they aren't at Rocco status, he helps himself to cheeky dig and a rascally giggle.
"You ain't at RoccoStatus... You've got a lot of leveling-up to do; you know... to at least begin to attempt thinking about approaching Rocco Status."
