This is an expression guys use to detemine if a girl is interested in you or if you are already drilling her? It can also be used as an expression for a hot piece of ass that one would like to nail.
Mike: Hey Joe, I saw you talking to Mary earlier today. Is she on tip?

Joe. Not yet, but I'm working on it.

As Joe and Mike are talikng, a gorgeous slut walks by. Mike says, "on tip!", then Joe says " i'd love to crush that pussy!"

Frosty on the Tip

Level of drunken or highness that is achieved before being "fully torqued" or completely hammered. A synonym for buzzed. Can also be used to portray a level of semi-excitement. If one were to be somewhat looking forward to the weekend they could be described as being frosty on the tip for that particlar weekend.
Johnny: You sure you good to drive man?
Billy: Fucking right I just had a couple of beers, I'm just a lil frosty on the tip is all.

city chicken

A food native to Pittsburgh/Western Pennsylvania in which cubes of pork and/or veal are put on a short, wooden skewer, breaded, then baked and/or fried.

I've heard that city chicken originated during the Great Depression, when folks didn't have enough money to buy full cuts of meat, so they assembled meat scraps on a wooden skewer, creating a make-shift drumstick. Hence the name.
