(1) It is similar to the word "legitimate" or its shortened version "legit" but it is said in a much more cooler fashion

Approximately legitimate (with either positive or negative connotation); marginally acceptable but shady; dubious but still acceptable. (Often accompanied by a "so-so" hand gesture, like a one-handed "jazz hands" with the palm downward.)
