Joe Blue 

Joe Blue is the name for an African who has delusions of grandeur, and believes that he is the coolest thing to come out of Africa since the dawn of man. This person is usually cocky and lazy, and thinks he knows better than everybody else. Also, this person will drink abundant amounts of alcohol and talk mad shit to everyone around him, hit on every woman around, even in front of their man, and cause general unrest among the natives, and has been known to do the dumbest things while intoxicated, constantly professing the fact that he doesn't give a fuck.

"Wow, check out that guy passed out in his car."
"He looks drunk. What a Joe Blue."

"Dude calm down, you're gonna get us in trouble."
"I don't give a fuck."
"Don't get all Joe Blue with me!"
"Shut up nigga! Fuck that shit!!"
