1. Defining someone who speaks quickly and is borderline retarded.

2. One who speaks quickly to try to hide their lack of intelligence, comprehension or ability to think.

3. Bullshit baffles brains.

While watching the interview of 'Pretty Ricky' the term Hypertarded came to mind of the viewers.
