Halfbeat 

A bare minimum parent, typically a father who is inconsistent with visiting and/or financially supporting their children. A halfbeat parent is distinguished from a deadbeat, who does absolutely nothing for their children. Halfbeats are usually celebrated for at least being somewhat present in their children's lives.
Jeff is a prime example of a halfbeat. Although he occasionally visits his children, he dodges paying child support like a plague, working under the table and pretending to be broke.
