A person who holds a joint for way too long and decides to act like a congressman blabbing away for no apparent reason about nothing important.

Johnny was smoking a fatty and decided to Filibusta about what he had for breakfast, lunch and dinner yesterday, while we are all waiting to get high off the joint his was holding.
