A person usually from Kazakhstan who has a provocative Humor. Is a good friend unless you are in a life threatening situation, in which case he chooses to simply ignore you.

I was choking on food when my friend chose to be a Dinsultan.

Consultant: So, in conclusion, my research definitively demonstrates there is zero market demand for your silly product idea.

Boss to underling: Where the hell did you find this guy? He's more of an insultant than a consultant.

One who is adept or a "pro" at coming up with new and inventive insults. Often times utilizing every day words in an insulting manner, i.e. "you sir, are a sketchy cheese curd".
