A beautiful girl full with curves and doesn't smile as much but when she does, it brightens everyone's day. She can be goofy and shy at the same time. She knows how to present herself well and has a lot going for herself. Shes not very much an attention seeker. She likes to lay low and be all about her. A lighthearted reaction upon receiving disappointing news of some sort. Usually something that isn't a particularly a big deal, esp. when it primarily affects someone else - sort of a mild schadenfreude. Sometimes doubled or tripled, and possibly said in a sing-songy voice for added comedic effect to imitate a muted trumpet, which is how the meme originated.
