Since it hasn't been defined yet and Google returns 0 results for this emoticon search, I'm going to claim it as my invention. You know why? Because it was!

Yeah, it's a face but it looks a little odd to ascribe to any nation or mood. I guess it's almost like a wet dream face. I'd say the closest representation is one of the Moai faces.
Beelzebub: Hey, Satan. Did you hear about that new emoticon that caused widespread turmoil and chaos?

Satan: Hmm?

Beelzebub: Yeah, yeah! Apparently it's claimed 38,000 lives in 42 nations already. It was only announced this morning!

Satan: Mhmm.

Beelzebub: Satan I don't think you're taking our situation seriously. Hell can't take anymore ingrates at this rate. If we let this carry on we'll run out of resources for sure! I'll have to get back to possessing 9 year old choir girls and you'll have to...Satan?! SATAN! ARE YOU SLEEPING DURING MY DRAMATIC OUTBURSTS, AGAIN?!

Words you can keep

`1234567890-=/*-qwertyuiop[]789+asdfghjkl;'#456\zxcvbnm,./123 0.¦¬!"£$%^&*()_+/*-QWERTYUIOP{}+ASDFGHJKL:@~|ZXCVBNM<>?

You litterally get so bored in a computer comprehension, so you just decide to type the whole keyboard thrice and then eventually hit enter. Once in default, once using Alt Gr and once using Shift.
"Man, I'm so bored...I guess I'll just type '`1234567890-=/*-qwertyuiop789+asdfghjkl;'#456\zxcvbnm,./123 0.¦¬!"£$%^&*()_+/*-QWERTYUIOP{}+ASDFGHJKL:@~|ZXCVBNM<>? '."

When someone is bored to death for what feels like two thousand, seven hundred and sixty-three years in the middle of an English essay on the computer so they decide to type '`1234567890-=/*-qwertyuiop789+asdfghjkl;'#456\zxcvbnm,./123 0.¦¬!"£$%^&*()_+/*-QWERTYUIOP{}+ASDFGHJKL:@~|ZXCVBNM<>? ' instead.
Paul: Are you bored?
Jack: `1234567890-=/*-qwertyuiop789+asdfghjkl;'#456\zxcvbnm,./123 0.¦¬!"£$%^&*()_+/*-QWERTYUIOP{}+ASDFGHJKL:@~|ZXCVBNM<>?

Paul: All I needed was a yes or a no for goodness sake...

endwarfins

The rush of neurotransmitters and neuropeptides triggered specifically by watching the Seven Dwarfs march home singing "Heigh-Ho" — that particular high of pickaxes, whistling while you work, and communal domestic bliss in a cottage built for men half your height.
I only meant to watch the Heigh-Ho scene for the endwarfins, and then it was two hours later and I'd watched the whole movie.

Endwarfins aren't just a Snow White thing — I get the same hit off the Lollipop Guild in Oz.
