To offer to lend someone your phone, to enable them to talk to someone else who gives a fuck. While they're talking about something no-one cares about. Can be just a visual gesture of the offer (eg holding it out for them to use).
Adapted by Dave B from an earlier expression of offering them 10p (and then 20p) when that amount was enough to pay for a call from a phone box.
