Wacktard: Somone who is wack, and a retard (not literally). They are stupid and weird, and do odd things at random intervals. Or, someone whom you ever need to insult for any reason at all, they automatically become a wacktard.

A person, usually retarded, who is afraid to pass any large, slow-moving vehicle, but still insists on driving in a lane adjacent to said vehicle and so ends up preventing non-trucktards from over-taking and maintaining the free flow of traffic.
