A person capable of making a remark that could be interpreted as a insult or a joke depending on the sensitivity of the listener and the specific situation. A smart ass is not necessarily a bad person just usually perceptive. ( For terms to refer to an offensive, cruel and asinine person see Jerk, Asshole , idiot, fool etc.)

We were out the other night at the club when this jerk tried to pick up Nick's girlfriend, rather than fight he calmly stepped in and said, 'Look buddy you mother is could never be this PHAT (pretty hot and tempting) you gotta face only a mother could love. Nick's such a smart ass.
