A phrase one would say if they would want to have a conversation with the sex they prefer. So doing this, they also would want to achieve/persuade the person to have intercourse...usually not mentioned to the target

Sam: "Dude, im really bored and wanna have a good time with some girls"

Brandon: "Lets go mingle and tingle!"

or

Sam: "Hey, you see the girl over there?"

Brandon "Yeah?"

Sam: "Well Im gonna go mingle and tingle with her"

Brandon: "Good-Luck"
