This is often used by straight people who are ingnorant to gays and don't really understand the meaning of what they're saying. Some people take it seriously, while others blow it off. "That's so gay" is another way to say "That's so retarded"

Men usually use it, when girls are showing off there boobs or butt. Usually if your a tease then men/women will say this instead of kinky. There different ways to use this slang but if your man says it hes trying to say your sexy showing off yourself. Now if a woman says it to another woman then there just being rude and trying to to tell them stop being a cunt.
