When you wish to express something or someone has really gone past OTT (Over The Top). i.e. When you are looking for an acronym stronger than OTT, which could be in regard to a person's ongoing pattern of behaviour or topic; an escalating development, such as rife political corruption; extraordinary or unbelievable developments in a murder investigation; to a person(s) who is a lose cannon etc. The use of TOOCO can be applied to anyone or anything.
