A bimbo is mostly an insult, however it doesn't necessarily mean that it's a bad thing. It is mostly used when someone says or does something stupid, therefore, you are called a bimbo. However, sometimes the word used is just an innocent way of calling someone dumb and it will be obvious how the sentence is used whether the person is using this word to insult someone or to just jokingly make fun of someone in a friendly and loving way.
