If Protocol 10 should fail, Protocol 11 is to be initiated as soon as possible by any means necessary.
Guard: it appears that nearly all of the inmates have escaped their containment cells due to a malfunction, some of them are armed, the security cameras have shown that they have killed quite a few of our guards. As we are now they are too numerous to repel.
