Red Ribbon Army

The Red Ribbon Army is an army in the dragonball series, dedicated to finding the dragonballs and taking over the world. Initially, it is assumed that the red ribbon army's commander, commander red, was going to use the dragonballs to take over the world, however he has his own selfish ambitions and wants to be tall as a mountain, to overcome his short size. His subordinate Colonel Black, after hearing this, turns on the commander and shoots him in the head.
Dr. Gero worked behind the scenes after the army's defeat, and created Android 17, Android 18, and Cell, for the purpose of taking revenge.

The Red Ribbon Army is annihilated by Goku while searching for the dragonballs to revive Upa's father, Bora.

Android 18

From the dragonball universe, Android 18 is a human remodeled as an android by Dr. Gero. She becomes a good guy after Gohan defeats Cell. Android 17's twin sister, one of the androids created for making Cell perfect. She is slightly less powerful than 17. She becomes Krillin's wife, and has a kid with him named Marin, much to Goku's surprise. She uses computer speak every now and again, demonstrated in her amazement to how Vegeta became so much stronger in such a short time, after training in the Hyperbolic Time Chamber, saying "It just doesn't compute 16, there's just no way".
Android 18: Whoever owns these clothes should have their optic sensors adjusted. They are obviously malfunctioning.

One of the major villains from the dragonball universe. He was created by Dr. Gero (later dubbed android 20), and was created to incorporate all the cells of the best fighters in the universe. By weaving all their cells together from each fighter, he is able to inherit their abilities and fighting techniques. Like Frieza, he has the ability to survive anywhere, like Piccolo, he can regenerate his anatomy if his core is not damaged (in his case, one cell is enough to regenerate from), Vegeta's fighting genius, and attitude, Goku's natural aptitude for fighting, and the young but powerful Gohan.

Cell cannot reach his full potential until he absorbs Android 17 and Android 18. Once he does, they are permanently integrated into his design, giving him great power. Once he absorbs them, even if he loses android 17 or 18's body, he is still able to retain his perfect power (prior to exploding) after blowing himself up, leaving one cell he can regenerate from, and giving him a zenkai increase, making his power substantially greater, enough to kill Future Trunks with one blow, and power that rivals that of Super Saiyan 2 Gohan.
Cell holds a tournament called "The Cell Games" after he becomes complete in order to test his new power.

Cell is arguably the villain with the most potential. After he blows himself up out of fear, just after throwing up android 18, making him revert to his semi-perfect form, he has one cell left and regenerates from that cell, making him even more powerful than before because of his saiyan dna. This form is referred to by fans as "Super Perfect Cell". Putting his strength on par with (but not as strong as) super saiyan 2 Gohan. Theoretically he could just keep blowing himself to smithereens over and over again until he is the strongest fighter in the universe, making him no match for even Gohan. But he instead never blows himself up again and opts to return to Earth to face Gohan again with his new power.

The last villain of the Dragonball Z series. This is Majin Buu's form before he absorbs any of the Supreme Kais, and is even far stronger than Super Buu (Gotenks, Piccolo, and Gohan). In other words, this is his original form that Bibidi first created. Kid Buu has no conscience, he seeks only to destroy and fight strong opponent, he's not very bright either.
Statistically, in terms of kill count, Kid Buu has the highest body count in the Dragon Ball universe, having destroyed several hundred planets worth of people. In total, Kid Buu generates an excessively high body count exceeding the trillions. In the series, Buu is by far the oldest villain, as Bibidi died long before he did. He was sealed inside a cocoon for a very long time as well, about a million years according to Babidi, though this just may be an estimate or exaggeration.

King Vegeta

The king of all saiyans. He is vegeta and tarble's father. He was also the commanding hero of the Saiyan Army, and led his people to victory in the Saiyan-Tuffle war, in which the planet was re-named in his honor. After his people are annexed by Frieza's planet trade organization, he had no choice but to pledge allegiance, but kept power over his people.
In the "Dragon History" game mode of Budokai Tenkaichi 3, King Vegeta states "You will join your father in the next world" to Frieza. This means that King Cold and King Vegeta must have some sort of interaction at some point prior to his demise. This could also just be a plot within the story (though it is a "what if" scenario battle).

The resulting fusion between Goku and Vegeta. He is the most powerful Z Fighter, next to Vegito, who would be more powerful than him in their regular and super saiyan states, due to the different methods of fusion, his form also only lasts for 30 minutes, and only 10 minutes while in Super saiyan 4.

In Fusion Reborn, Gogeta is not seen as cocky whatsoever when compared to his Super Saiyan 4 form, and eliminates his enemy quickly. As a Super Saiyan 4 however, he acts somewhat similarly to his Potara counterpart Vegito as they both toy around with their respective opponent in order to achieve their true goal.

He is also the only fusion to be dead, as both Goku and Vegeta were deceased when they fused and fought Janemba.

Gogeta is the only Fused Saiyan character (Potara or Fusion Dance) to successfully defeat a villain without the fusion wearing off (he defeats Janemba without even coming close to running out of time).
Gogeta is the only Saiyan fused or otherwise to not be shown with a base form, although when he dies in Buu's Fury like any Super Saiyan who dies, his hair turns black and he also appears there as Veku and a unique skinny Gogeta, both black haired.

The prince of all saiyans. He is dragonball z's second villain (along with nappa). He is named after his father and his home planet, formerly Planet Plant. It is when he first arrives on namek that he begins to change his evil ways, and later in the series, he would become one of the good guys. After witnessing Goku (Kakarot)'s strength, he understands his potential to become a super saiyan, and obsesses over becoming one throughout the rest of the series.

He falsely believes he is a super saiyan after coming back from near death some time after realizing that Goku is a super saiyan. He starts to become less evil after arriving on Earth after Frieza's defeat, but still retains his mean and arrogant attitude. He starts dedicating every hour of every day to training, pushing himself to hit limits and beyond, training at 450x normal gravity in order to become a super saiyan, and nearly killing himself in a training accident on earth. He goes to train in space as not to be bothered by Bulma or anyone else, and finally transforms on a planet where a meteor shower was going on.

His name, like all Saiyans is a pun on vegetables, his name is a pun on the word vegetable.
Vegeta was able to transform into a super saiyan because of his motivation to be the best, and more importantly, better than Goku. His extreme frustration and NEEDING to experience becoming a super saiyan, he finally transforms after giving up his selfish ambition. For the brief period of time between Goku getting sick and transforming, he becomes stronger than him, but is surpassed during his training in other world where he learns to become a super saiyan 3. He does not surpass Goku until he transforms into a super saiyan 4.
