Someone who looks/sounds/acts/smells "retarded." The "looks" category can differ from hair or facial structure. The "sound" category is self explanatory same with the "smell" category. And the last category "acts" is the category that mainly defines "semwell." They main way to call out a semwells acts is if they walk around like an NPC from a video game or if they walk faster than normal.
